As Chief Executive Officer of Visionary Technologies, Inc., Chris leads the company’s strategy, execution, and long-term growth. He is responsible for enterprise performance, operational excellence, and customer engagement, ensuring Visionary delivers high-impact, mission-focused solutions across the Department of War, Intelligence Community, and Federal Civilian markets.
Chris brings more than 20 years of experience leading complex organizations through transformation, modernization, and large-scale delivery in government and high-growth GovCon environments. He has a proven track record of scaling growth, strengthening operational rigor, and delivering mission-critical capabilities in highly regulated, high-threat landscapes. Prior to joining Visionary, Chris served as Chief Growth Officer at eSimplicity, leading corporate growth strategy across the federal sector. Earlier, he served as Chief Delivery Officer and General Manager, DoD at Applied Insight, and held senior civilian leadership roles as a DoW enterprise IT executive, program executive, and deputy director of an all-source intelligence center.
Chief Technology Officer
As Chief Technology Officer of Visionary Technologies, Inc., Brad Kessler leads the company’s technical strategy and innovation efforts across networking, infrastructure, cloud, and cybersecurity solutions supporting national security missions.
A seasoned network architect and systems engineer, Brad has extensive experience designing complex multi-layer network solutions and highly available global backbones that support real-time mission operations across the Department of War and Intelligence Community. His background with global service providers, including AT&T, provided deep expertise in large-scale optical transport, service provider networking, cloud-based computing environments, and secure enterprise architectures. Brad is recognized for combining deep technical expertise with forward-looking vision to help organizations modernize and scale resilient mission infrastructure.
Chief Operating Officer
As Chief Operating Officer of Visionary Technologies, Inc., Tom leads the company’s delivery operations, with responsibility for driving operational excellence, strengthening execution, and scaling the people, processes, and infrastructure needed to support Visionary’s continued growth. He works across the organization to ensure VTI consistently delivers mission-centric solutions and outcomes for its customers and partners.
Tom brings 40+ years of tactical and executive leadership and operations experience across the Department of War and Intelligence Community. He is an authentic, people-first leader with extensive experience in building, developing, and leading high-performing teams that produce mission outcomes with speed, scale, and intentionality.
Throughout his career, Tom has led complex organizations and operations in demanding mission environments, combining disciplined execution with a strong focus on people, accountability, and team development. At Visionary, he brings that experience to the company’s next phase of growth, helping strengthen operational maturity while preserving the agility, customer focus, and mission-first culture that define VTI.
Chief Financial Officer
Thomas brings more than 20 years of experience across finance, strategy, and operational leadership, with a strong track record of helping organizations strengthen performance, build enterprise value, and execute long-term strategic priorities.
As CFO, Thomas leads Visionary’s financial strategy and works closely with our leadership team to align investment, capital allocation, governance, and operational priorities with the company’s continued growth. His experience building scalable financial and operating models will be particularly important as Visionary expands its capabilities, partnerships, and supports customers across the Defense, National Security, and Intelligence communities.
Across his career, Thomas has led complex financial and strategic initiatives that accelerate performance, enhance enterprise value, and support mission-critical execution. He has a proven track record of structuring and delivering high-impact programs, optimizing financial and operational models, and building capabilities that advance long-term strategic objectives.
Thomas holds degrees in Accountancy and Finance, as well as an MBA.

Mike Cameron serves as Chief Growth Officer at Visionary Technologies, Inc., where he leads the company’s growth strategy, market development, strategic partnerships, and business development activities across the DoW, National Security, and Federal Civilian markets.
Drawing on more than 40 years of experience supporting government and national security missions, Mike has held senior growth and leadership positions across small businesses, mid-tier firms, and large system integrators. His background includes building strategic pipelines, expanding market presence, and helping organizations align operational capabilities with customer mission priorities.
At Visionary, Mike is focused on driving sustainable growth, strengthening strategic partnerships, and positioning the company for continued success across the federal marketplace. He is recognized for his collaborative leadership style, deep market knowledge, and ability to translate strategy into actionable growth initiatives.
Director of Strategic Growth
Mike Buckley is a senior project manager and systems engineer with more than 34 years of experience delivering secure, enterprise-scale technology solutions across government, defense, and commercial environments.
He specializes in multi-cloud infrastructure, systems engineering, network architecture, and data center modernization, leading complex programs that support mission-critical operations within highly secure environments. Throughout his career, Mike has directed cross-functional engineering teams, managed multimillion-dollar infrastructure initiatives, and overseen the deployment and integration of advanced communications, cybersecurity, and cloud technologies.
His expertise spans hybrid cloud environments, cross-domain solutions, COMSEC, SATCOM systems, and enterprise network modernization efforts that improve resiliency, scalability, and operational performance. Rick Tarman serves as Director of Connectivity Solutions for Visionary Technologies, Inc., leading the company’s secure networking, communications, and connectivity initiatives supporting federal and national security customers.
With nearly four decades of experience supporting the federal government, Rick brings deep expertise in mission-critical infrastructure, enterprise networking, systems integration, and operational support across complex government environments. With more than 25 years of leadership experience spanning healthcare, administration, operations, and human resources, Tammy brings a people-focused and operationally disciplined approach to supporting company growth. Her professional background includes extensive experience as an ICU nurse, Delegating Nurse, and Case Manager, providing a strong foundation in leadership, compliance, crisis management, and patient-centered care.
Since joining Visionary, Tammy has held multiple leadership roles supporting executive operations, workforce management, and internal process development. She has played a key role in strengthening organizational infrastructure, supporting employees, and helping scale the company during periods of growth. Tammy earned her Bachelor of Science in Nursing and is recognized for her collaborative leadership style and commitment to building strong organizational culture.

With more than 35 years of experience supporting the Intelligence Community, Department of War, Department of State, and White House environments, Chris brings deep expertise in enterprise architecture, systems engineering, cyber, networking, and cloud technologies. Scott Noonan is a senior technology executive and enterprise architect with nearly four decades of experience leading large-scale IT, infrastructure, and mission support operations across national security and intelligence environments.
Throughout his career, Scott has led global teams responsible for designing, modernizing, and operating resilient enterprise platforms, tactical communications systems, collaboration infrastructures, and secure mission environments supporting classified and coalition operations worldwide.
Prior to joining Visionary Technologies, Scott served in multiple senior leadership roles supporting the National Security Agency and Department of War, where he directed transformational initiatives spanning enterprise networking, data center services, end-user support, virtualization, zero-trust architecture, and mission modernization programs. Corporate Controller
Bryce Boring serves as Corporate Controller for Visionary Technologies, Inc., where he oversees the company’s accounting operations, financial reporting, compliance, and day-to-day financial management functions in support of Visionary’s continued growth.
With experience supporting financial operations in government contracting environments, Bryce brings a disciplined and detail-oriented approach to corporate accounting, internal controls, budgeting, and financial analysis. He plays a key role in maintaining financial accuracy, supporting operational efficiency, and ensuring compliance with corporate and contractual requirements across the organization.
